PicEdit is a user-friendly picture editor that offers a full set of photo editing functions, including a variety of graphic styles such as arrows, rectangles, polygons, pencil, text, layers, etc.
Other features include Red-Eye removal, image resizing, frames, clipart objects, watermark, crop, fill, rotate and more. It also offers a variety of image effect filters and a collection of frames and masks that can be applied to enhance your photos.
Doesn't require any graphical expertise, as it offers a step-by-step interface and easy to use controls. PicEdit version 3.30 is the Last Freeware Version, starting with v3.50 the license changed to shareware.
